Who is eligible to be involved in the Class 3 Upgrading Program?
To be eligible to attend the Class 3 Course and Examination, referees must be at least 15 years of age. However a referee must be at least 16 years of age to register as a Class 3 Referee. Underage referees will not be admitted to the course and examination.

completed at least one season as a competent Class 4 Referee;
be not less than 16 years of age to register as C3;
be in good standing (no outstanding discipline);
pass an examination and attend a course designated by The Association;
registering as a Class 3 referee

What role does the Club Head Referee play?
Club Head Referees should review the list of OSA registered referees in their clubs (available from your local District Office) to see which referees are eligible to attend. Beyond the age criteria, the Referees must have shown themselves capable of handling the responsibilities of being an official such as showing up on time for game appointments, submitting proper game reports and showing competent on-field performance.

Obtain list of Registered Class 4 Referees from the District Office;
Evaluate which Class 4 Referees live within the Club catchment area;
Evaluate which Class 4 Referees meet the above age requirement;
Evaluate which Class 4 Referees should be recommended;
Contact those Class 4 Referees who meet both the age requirement and who you are recommending and see whether he or she is interested in attending the upgrading course;
Prepare a list of candidates and submit this list to the District Referee Coordinator with a club cheque (payable to "The Ontario Soccer Association") for the number of candidates at $30.00 per person. Clubs may choose to pay for the upgrading course or charge back to candidates.
The list of candidates should contain the name, OSA Registrant Number (from the registration list) and the candidates telephone number.
Circulate Fact Sheet to help candidates study for the examination.
Once the list is submitted to the DRC, the Club Head Referee should organize preparation sessions for the candidates to answer questions on the Laws of the Game.
Club Head Referees may request the assistance of local Instructors, senior referees, the local Referee Association Branch or Group to prepare candidates. The primary responsibility for preparation, however, is on the Class 4 Referees themselves to prepare for the Examination;

What role does the District Referee Coordinator play?

Contact all Club Head Referees requesting lists of candidates and club cheques;
Evaluate how many examination locations will be needed in the District,
- Candidates should not have to travel much more than one hour by car to an examination location;
- Examination locations must be well lit and heated, with tables and chairs and plenty of space for exam writing. An overhead projector, white board or chalk board is also needed;
- Examination locations should have washroom facilities;
- Sessions may be booked as 1 - 6 hour time period or the one hour exam on one day and the 5 hours of instruction on another day.
District Referee Coordinators may coordinate test facilities using the assistance of Club, Referee Association or Group personnel or any other reliable sources;
DRC’s to contact one Provincial, or National Instructor for each examination facility responsible for delivering education portion and to proctor (supervise) examination;
Examination dates and courses to begin no earlier than December 2.
It is the responsibility of the DRC to inform the Club Head Referee of the test location, date(s) and time after confirming the availability of Instructor;
Circulate Fact Sheet to candidates who need them in order to study.
It is the responsibility of the DRC to fax an Information Sheet (905) 264-9445 to OSA Referee Development Department) with the locations, directions, Instructor’s name, number of anticipated candidates at each site as soon as this information is known;
The DRC must ensure that any audio-visual aids such as an overhead projector are available to the Instructor;

List of 2007/8 Class 3 Referee Courses

Class 3 Courses will include a one hour examination on the Laws of the Game followed by 5 hours of instruction involving more advanced refereeing methods which are important to officiate at the youth competitive and senior levels of the game. Course cost information is available by contacting the host organization.

To be eligible to attend the Class 3 Course and Examination, you must be a Class 4 Referee who is at least 15 years of age. Referees must be at least 16 years of age as of the beginning of the registration year (April 1st, 2007) to register as a Class 3 Referee. Underage referees will not be admitted to the course and examination.
