Policy 15.0 - INTERNATIONAL TRANSFER FROM ANOTHER NATIONAL ASSOCIATION


15.1An amateur or non-amateur player who has become eligible to play for a Club affiliated to a National Association may not qualify for a Club affiliated to another National Association unless the latter National Association has received an international transfer certificate issued by the National Association which the player wishes to leave. For the complete policies regarding international transfer certificates, you are referred to The OSA's Operational Policies.
15.2An international transfer certificate is not required for a player under the age of twelve years.
15.3Each application for an International Transfer shall:
a)be on a form approved by the O.S.A. and supplied by the District Association with which the player's new Club is affiliated; and
b)be accompanied by a fee established by the O.S.A..
15.4The procedure for approving the international transfer of a player shall be:
a)the application form shall be completed and signed by the player and his/her new Club; and shall be submitted to the new Club's District Association with the application fee.
b)the new Club's District Association is required to:
i)check that the application form is in order and that the application fee is correct;
ii)approve the application form by signing the form at the section requiring District Association Authorization;
iii)receive and deposit the application fee;
iv)forward the application form to the O.S.A. office;
v)if the District Association is implementing The OSA's Computerized Registration System, enter the required data in the computer program; and
vi)after the O.S.A. has advised it that the international transfer certificate has been issued to the C.S.A., register the player.
c)the O.S.A. is required to:
i)verify that the application form is in order;
ii)approve the application form by signing the form at the section requiring O.S.A. Authorization;
iii)forward the application form to the C.S.A. office;
iv)enter the required data in The OSA's Computerized Registration System program;
v)after the C.S.A. has advised it that the international transfer certificate has been issued by the player's former National Association, notify the District Association that the transfer has been approved and the player is free to register in Canada;
vi)enter the "C.S.A. Authorization Number" in The OSA's Computerized Registration System program; and
vii)send a copy of international transfer certificate to both, the player and the player's new District Association.
d)the C.S.A. is required to:
i)review applications for international transfers received from the O.S.A.;
ii)if the application is in order, request an international transfer certificate from the player's former National Association;
iii)advise the O.S.A. immediately after it has been notified that an international transfer certificate is being issued by the player's former National Association; and
iv)send a copy of the international transfer certificate to the O.S.A..
15.5In the case of a refugee player, the Club shall write a letter to the O.S.A. and send a copy of such letter to its District Association. The letter must include:
a)the name, date of birth, address, and telephone number of the player;
b)the name, address, and telephone number of the new Club with which he/she wishes to register;
c)the player status and player classification of which the player wishes to register in Canada;
d)the name of the player's former Club (with which he/she was last registered);
e)the name of the National Association to which he/she was last registered and the year of that registration; and
f)the player status and player classification when the player was last registered with his/her former Club and former National Association.
The O.S.A. shall forward the above information to the C.S.A. which will refer the matter to the F.I.F.A. Players' Status Committee. Based on its investigation, the F.I.F.A. may issue a document equivalent to an international transfer certificate. If such is the case, the C.S.A. would then authorize the player's registration in Canada and advise the O.S.A.. The O.S.A. would advise the player and the player's new District Association. If F.I.F.A. does not issue this document, the player may not register in Canada unless he obtains an international transfer certificate from his former National Association.
15.6The player registration form shall include a section requiring:
a)the Club with which the player last registered;
b)the name of the country in which the player last registered; and
c)the year in which the player was last registered for that Club and country.
A player shall complete this section, failing which the District Association shall not validate the registration form. In such a case, the form should be returned to the player's new Club which shall be requested to ensure that the player supplies this required information in order to validate the registration.

If the player indicates a country, other than Canada, an International Transfer shall be required, unless the player was under twelve years of age when he/she last registered.
15.7A player found guilty of providing false information on a registration form, including the information required by section 15.6 of these policies and procedures, shall be suspended in accordance with the discipline policies and procedures.

A warning about this 15.7 shall be prominently displayed on the registration form.
15.8In the event it is discovered that a player, who was last registered in another country, has registered in Canada without an international transfer certificate:
a)the player shall be declared an ineligible player;
b)any games in which the player played shall be forfeited to the opposing team, in accordance with the competition's rules; and
c)the player shall be subject to disciplinary action.
