Policy 24.0 - TEAM MOVEMENT BETWEEN THE AMATEUR LEAGUE LEVELS OF THE PYRAMID FOR PLAY


24.1Senior Amateur Pyramid
24.1.1General Policies Governing Club Movement
24.1.1.1A Club shall have a "Team Position Status" in a division of a league which shall entitle the Club to operate a team in that division. The "Team Position Status" shall be based on the Club either:

a) being promoted into a higher level league or division,
b) being relegated into a lower level league or division, or
c) remaining in the same division from the previous playing season.

If the Club is promoted into a higher level league or division or relegated into a lower level league or division, it shall relinquish its Team Position Status in the division from the previous playing season.
24.1.1.2If a Club decides to discontinue the operation of its "Team Position Status" in a division of a Senior Level 1 League, Senior Level 2 League, Senior Level 3 League, Senior Level 4 League or Senior Level 5 League and it wishes to permit the majority of players who played for that "Team Position Status,to continue playing for that "Team Position Status", it may transfer the "Team Position Status" to another Club providing that:
1.there is an acceptable reason why the Club can no longer continue operating its "Team Position Status" including, but not limited to:
    1. the Club has terminated or is terminating its operations
    2. the Club is merging its operations with another Club
    3. the Club is not permitted to operate that "Team Position Status" by its municipality
2.both Clubs agree to the transfer,
3.the involved League is advised of the proposed transfer,
4.the involved District Association(s) approve the transfer,
5.The appropriate League Management Committee (s) approves the transfer,
6.the Club receiving the TPS transfer applies to play in the league prior to the league's deadline for entering teams in that league and
7.the team registers at least nine of the players from the previous playing season.
24.1.1.3A Club shall move up, or move down, the Pyramid For Play one level at a time, except for a Club which chooses to move down more than one level.
24.1.1.4Notwithstanding 24.1.1.3, a Club may be promoted from a Senior Level 5 League or a Senior Level 4 League to a Senior Level 1 League only if:
a)
it is a Club from a District Association without a Senior Level 5 League;
b)
it is a Club in a Region without a Senior Level 3 League or a Senior Level 4 League;
and
c)
it has been denied entry into the Senior Level 3 and Senior Level 4 League(s) in its adjacent Region(s).
24.1.1.5Notwithstanding 24.1.1.3, a Club shall be relegated from a Senior Level 1 League to a Senior Level 5 League only if:
a)it is a Club in a Region without a Senior Level 3 League or a Senior Level 4 League
andb)it has been denied entry into the Senior Level 3 League or a Senior Level 4 League(s) in its adjacent Region(s).
and in such cases, the Club shall not be required to obtain "Playing-Out Permission" from its District Association.
24.1.1.6A Club which is promoted into, or remains in (from the previous playing season), a Senior Level 1 League, Senior Level 3 League or a Senior Level 4 League shall not be required to obtain "Playing-Out Permission" from its District Association. In the case of a Club playing into an adjacent Regional League, the Club shall be subject to Policy 25.0.
24.1.1.7If a Club operates the same team in more than one league, it shall only be eligible to be promoted from the Team Position Status in the higher league level or in the higher division of the same league.
24.1.1.8A Senior Level 1 League, Senior Level 3 League or a Senior Level 4 League may deviate from these "Club Movement" policies only if it submits a "Request To Deviate"and obtains approval from the O.S.A.’s Board of Directors.
24.1.1.9Policies on promotion and relegation, and team placement, within the Divisions of a League at any given league Level shall be defined in the League’s Rules and Regulations and approved annually during approval of the League’s Terms of League Operations.
24.1.2Club Movement Between Senior Level 1 League and Senior Level 3 Leeagues and Between Senior Level 3 League and Senior Level 4 Leeagues and Between Senior Level 4 League and Senior Level 5 Leeagues.
24.1.2.1A League must relegate the same number of Clubs as the number of Clubs promoted into it.
24.1.2.2Notwithstanding 24.1.2.1, a Senior Level 1 League, Senior Level 3 League or a Senior Level 4 League with less than ten Clubs does not have to relegate any Club(s).
24.1.2.3Notwithstanding 24.1.2.1, a Senior Level 1 League, Senior Level 3 League or a Senior Level 4 League, with ten or more Clubs but less than the maximum number of Clubs permitted by the Published Rules, must relegate at least one Club but it may promote more Clubs into it than it relegates.
24.1.2.4If (a) Club(s) declines promotion into a Senior Level 1 League, Senior Level 3 League or a Senior Level 4 League, the offer of promotion shall be extended to the next Club(s) provided that the Club(s) was within six points of the last eligible Club to qualify for promotion.
24.1.2.5(A) relegated Club(s) shall be relegated directly and there shall be no playoff involving promoted Clubs and relegated Clubs.
24.1.2.6If a Senior Level 3 League or a Senior Level 4 League exceeds the maximum number of Clubs permitted by the Published Rules in any of its divisions because additional Clubs are promoted or relegated into it, in accordance with the rules governing Club movement (ie., promotion and relegation), it shall be permitted to operate with more than the maximum Clubs permitted by the Published Rules but, at the end of the playing season, it must relegate additional Club(s) to the District League(s) in order to reduce the number of Clubs to comply with the maximum number permitted by the Published Rules.
24.1.3Entry Level Into Outdoor Competitive Soccer
24.1.3.1The entry level into outdoor competitive soccer shall be at the Senior Level 5 League level. Under exceptional circumstances, The OSA may approve an entry level for a Club at the Senior Level 3 or Senior Level 4 levels.
24.1.3.2Without any pre-qualification, a Club shall have the right to enter a team in a Senior Level 5 League provided that it registers its players in the competitive player classification.
24.2Youth Pyramid
24.2.1General Policies Governing Club Movement in a Youth Level 1 League, Youth Level 2 League, Youth Level 3 League, Youth Level 4 League and (if governed by OSA) Youth Level 5 League
24.2.1.1A Club shall have a "Team Position Status" in a division of a league which shall entitle the Club to operate a team in that division. The "Team Position Status" shall be based on the Club either:

a) being promoted into a higher level league or division,
b) being relegated into a lower level league or division, or
c) remaining in the same division from the previous playing season.

If the Club is promoted into a higher level league or division or relegated into a lower level league or division, it shall relinquish its Team Position Status in the division from the previous playing season.
24.2.1.2If a Club decides to discontinue the operation of its "Team Position Status" in a division of a Youth League and it wishes to permit the majority of players who played for that "Team Position Status,to continue playing for that "Team Position Status", it may transfer the "Team Position Status" to another Club providing that:
1.there is an acceptable reason why the Club can no longer continue operating its "Team Position Status" including, but not limited to:
    1. the Club has terminated or is terminating its operations
    2. the Club is merging its operations with another Club
    3. the Club is not permitted to operate that "Team Position Status" by its municipality
2.both Clubs agree to the transfer,
3.the involved League is advised of the proposed transfer,
4.the involved District Association(s) approve the transfer,
5.The appropriate League Management Committee(s) approves the transfer,
6.the Club receiving the TPS transfer applies to play in the league prior to the league's deadline for entering teams in that league and

24.2.1.3A Club shall move up, or move down, the "Youth" Pyramid For Play one level at a time, except for a Club which chooses to move down more than one level.
24.2.1.4A Club which is promoted into, or remains in (from the previous playing season), a Youth League shall not be required to obtain "Playing-Out Permission" from its District Association. In the case of a Club playing into a league outside of its normal jurisdiction, the Club shall be subject to Policy 25.0.
24.2.1.5A team in an age-specific division of a Youth League must move on to the next highest age division after each playing season.
24.2.1.6Notwithstanding Policy 24.2.1.5, if an age-specific division includes two year increments or greater, the team may stay in that age division for a maximum number of years no greater than the number of years included in the increment (eg., for two-year increments, the team may stay in that age division for a maximum of two years).
24.2.1.7If a Club operates the same team in more than one league, it shall only be eligible to be promoted from the Team Position Status in the higher league level or in the higher division of the same league.
24.2.1.8A Youth League may deviate from these "Club Movement" policies only if it submits a "Request To Deviate"and obtains approval from the O.S.A.’s Board of Directors.
24.2.1.9Policies on promotion and relegation, and team placement, within the Divisions of a League at any given league Level shall be defined in the League’s Rules and Regulations and approved annually during approval of the League’s Terms of League Operations.
24.2.2Club Movement Between Youth Level 1 League and Youth Level 3 Leagues
24.2.2.1A Youth Level 1 League must relegate the same number of Clubs to the Youth Level 3 Leagues as the number of Clubs promoted into it from the Youth Level 3 League(s).
24.2.2.2Notwithstanding 24.2.2.1 a Youth Level 1 League, with nine Clubs shall relegate only one Club to the Youth Level 3 Leagues and shall have four Clubs from the Youth Level 3 Leagues promoted into the Youth Level 1 League.
24.2.2.3Notwithstanding 24.2.2.1 a Youth Level 1 League, with eight Clubs shall not relegate any Clubs to the Youth Level 3 Leagues and shall have four Clubs from the Youth Level 3 Leagues promoted into the Youth Level 1 League.
24.2.2.4Notwithstanding 24.2.2.1, at the "youngest operating age division" of a Youth Level 1 League:
1)first place team of East Region Youth Level 3 League
2)second place team of East Region Youth Level 3 League
3)first place team of Central Region Youth Level 3 League
4)second place team of Central Region Youth Level 3 League
5)third place team of Central Region Youth Level 3 League
6)fourth place team of Central Region Youth Level 3 League
7)first place team of West Region Youth Level 3 League
8)second place team of West Region Youth Level 3 League
9)first place team of South Region Youth Level 3 League
10)second place team of South Region Youth Level 3 League
11)third place team of South Region Youth Level 3 League
12)fourth place team of South Region Youth Level 3 League
shall be eligible for promotion into the Youth Level 1 League.
24.2.2.5For each division of a Youth Level 1 League, except for its "youngest operating age division", the first place team in each of the following leagues shall be eligible for promotion into the Youth Level 1 League:
1)Central Region Youth Level 3 League
2)East Region Youth Level 3 League
3)South Region Youth Level 3 League
4)West Region Youth Level 3 League
24.2.2.6If (a) Club(s) declines promotion into a Youth Level 1 League, the offer of promotion shall be extended to the next Club(s) as long as the Club(s) were within six points of the last eligible Club to qualify for promotion.
24.2.2.7At the end of the 2009 playing season and every playing season thereafter, and except as indicated in 24.2.2.2 and 24.2.2.3, four clubs from the Youth Level 1 League shall be relegated directly into the most appropriate Youth Level 3 League(s).
24.2.3Club Movement Between Youth Level 3 League and Youth Level 4 Leagues
24.2.3.1A Youth Level 3 League must relegate the same number of Clubs to the Youth Level 4 League(s) as the number of Clubs promoted into it.
24.2.3.2Notwithstanding 24.2.3.1, a Youth Level 3 League with six or less Clubs does not have to relegate any Club(s) to the Youth Level 4 League(s).
24.2.3.3Notwithstanding League Policy 17.4 but subject to League Policy 23.3, if a Club is relegated from a Youth Level 3 League and its Region, as of January 15, does not have a Youth Level 4 League operating the applicable age and gender division for its team, the Club shall be relegated into the applicable division of a Youth Level 4 League in the most geographically appropriate Region.
24.2.3.4Notwithstanding 24.2.3.1, at the "youngest operating age division" of a Youth Level 3 League, eight teams will be promoted into the Youth Level 3 League based on a formula determined by the Regional League Management Committee supervising that Youth Level 3 League and based on the previous playing season's final standings of the Youth Level 4 League in same Region.
24.2.3.5For each division of a Youth Level 3 League, except for its "youngest operating age division", the following teams will be promoted into the Youth Level 3 League based on the previous playing season's final standings of the Youth Level 4 League in same Region:
1)first place team in Youth Level 4 League; and
2)second place team in Youth Level 4 League
providing that there is only one Youth Level 4 League in the Region. If there are two or more Youth Level 4 Leagues in the Region, the Regional League Management Committee shall determine the promotion and relegation formula to move teams between the Youth Level 3 League and the Youth Level 4 Leagues.
24.2.3.6Notwithstanding League Policies 24.2.3.3 and 24.2.3.4:
i)the first place team in each division of the North Region Youth Level 4 League shall be promoted into the next higher age division of the most geographically appropriate Youth Level 3 League;
ii)if a team from the Youth Level 4 League in the North Region is promoted into a Youth Level 3 League, that league will include an extra team in its division for that playing season and at the end of the playing season, an extra team will be relegated in order to bring the number of teams back to the maximum of eight teams.
24.2.3.7Notwithstanding League Policies 24.2.3.3 and 24.2.3.4 above, and if the North Region Youth Level 4 League does not operate a specific age and gender Youth Level 4 Division with a minimum of four teams, one or more Clubs from the North Region may apply to challenge for a position in the most geographically appropriate Youth Level 3 League during the next playing season in accordance with the following procedure:
i)in order to be eligible to challenge for promotion into the next higher age division of the most geographically appropriate Youth Level 3 League, the Club must have submitted its application to play in the applicable age and gender division of the North Region Youth Level 4 League and not withdrawn its application to play in that league;
ii)by no later than July 31, the North Region Youth Level 4 League must notify The OSA about the Club name, age and gender classification for any team(s) applying to challenge for a promotion spot into the next higher age division of the most geographically appropriate Youth Level 3 League;
iii)by no later than August 31, the North Region Youth Level 4 League must have conducted a playoff to determine the North Region challenging team(s) and must notify The OSA about the Club name, age and gender classification for each of the challenging team(s).
iv)the Ontario Soccer Association shall conduct a "challenge" playoff as follows:
  1. in the Under-11 division, the North Region challenging team shall play against the last team normally eligible to play in the Under-12 Division of the most geographically appropriate Youth Level 3 League in the subsequent season (as determined by the Regional League Management Committee of that Level 3 League after applying the usual promotion and relegation rules) or shall participate in a round-robin series of playoff games (as determined by the Regional League Management Committee) where there is more than one Youth Level 4 League in a Region; and
  2. in the Under-12 and older divisions, the North Region challenging team shall play against the last team normally elligible to play in the most geographically appropriate Youth Level 3 League in the subsequent playing season (as determined by the Regional League Management Committee of that Level 3 League after applying the usual promotion and relegation rules).

and such playoff will be played in the month of September and will consist of one single game, or round robin as required above, played in the District of the team being challenged except where otherwise provided. The winner(s) of the playoff will play in the Youth Level 3 League during the subsequent playing season and the loser(s) shall play in the top division of their Youth Level 4 League.
v)A Club with a Team Position Status in a Youth Level 3 League shall be ineligible to also challenge for a promotion spot into the next higher age division of the most geographically appropriate Youth Level 3 League.
24.2.3.8If a Youth Level 4 League exceeds the maximum number of Clubs permitted by the Published Rules in any of its divisions because additional clubs are promoted or relegated into it, in accordance with the rules governing Club movement (ie., promotion and relegation), or a club from an adjacent region is relegated into that League in accordance with League Policy 24.2.3.3, or a club from an adjacent Region applies to play into its Youth Level 4 Division in accordance with League Policies 17.4, it shall be permitted to operate with more than the maximum Clubs permitted by the Published Rules but, at the end of the season, it must relegate additional Club(s) in order to reduce the number of Clubs to comply with the maximum number permitted by the Published Rules.
24.2.3.9Notwithstanding League Policy 24.2.3.7, a Club with a Team Position Status in a Youth Level 4 League shall be ineligible to also challenge for a promotion spot into the next higher age division of the most geographically appropriate Youth Level 4 League.
24.2.3.10If (a) Club(s) declines promotion into a Youth Level 3 League, the offer of promotion shall be extended to the next Club(s) as long as the Club(s) were within six points of the last eligible Club to qualify for promotion.
24.2.3.11A relegated Club(s) shall be relegated directly to the Youth Level 4 League(s) in the same Region with which its Club is affiliated and there shall be no playoff involving promoted Clubs and relegated Clubs.
24.2.3.12If a Youth Level 3 League exceeds the maximum number of Clubs permitted by the Published Rules in any of its divisions because additional Clubs are promoted or relegated into it, in accordance with the rules governing Club movement (ie., promotion and relegation), or are moved into it from the North Region in accordance with Policy 24.2.3.5 i) or are moved into it from another Region in accordance with Policy 24.2.5.1, it shall be permitted to operate with more than the maximum Clubs permitted by the Published Rules but, at the end of the playing season, it must relegate additional Club(s) to the Youth Level 4 League(s) in order to reduce the number of Clubs to comply with the maximum number permitted by the Published Rules.
24.2.4Club Movement Between Youth Level 4 League and Youth Level 5 Leagues
24.2.4.1A Youth Level 4 League must relegate the same number of Clubs to the Youth Level 5 League(s) as the number of Clubs promoted into it.
24.2.4.2Notwithstanding 24.2.4.1, a Youth Level 4 League with six or less Clubs does not have to relegate any Club(s) to the Youth Level 5 League(s).
24.2.4.3Notwithstanding 24.2.4.1 above, at the "youngest operating age division" of a Youth Level 4 League, eight teams will be promoted into the Youth Level 4 League based on a formula determined by the Regional League Management Committee supervising that Youth Level 4 League and based on the previous playing season's final standings of the Youth Level 5 League in same Region.
24.2.4.4For each division of a Youth Level 4 League, except for its "youngest operating age division", the following teams will be promoted into the Youth Level 4 League based on the previous playing season's final standings of the Youth Level 5 League in same Region:
1)first place team in Youth Level 5 League; and
2)second place team in Youth Level 5 League;
providing that there is only one Youth Level 5 League in the Region. If there is two or more Youth Level 5 Leagues in the Region, the Regional League Management Committee shall determine the promotion and relegation formula to move teams between the Youth Level 4 League and the Youth Level 5 Leagues.
24.2.4.5If (a) Club(s) declines promotion into a Youth Level 4 League, the offer of promotion shall be extended to the next Club(s) as long as the Club(s) were within six points of the last eligible Club to qualify for promotion.
24.2.4.6A relegated Club(s) shall be relegated directly to the Youth Level 5 League(s) in the same Region with which its Club is affiliated and there shall be no playoff involving promoted Clubs and relegated Clubs.
24.2.5Club Movement Between Two Adjacent Regional Leagues
24.2.5.1If a Youth Level 3 League operates a specific age division during one playing season and in the subsequent year, does not operate that division at the next age and gender classification, the Clubs in that division, except for a Club relegated out of the Youth Level 3 Division, will be eligible to play in the Youth Level 3 Division for that age and gender classification operated in an adjacent Region.
24.2.5.2If a league accepts teams from an adjacent Region into its Youth Level 3 Division in accordance with Policy 24.2.5.1, no Club from its Region, except for a Club relegated out of its Youth Level 3 Division, will lose its team position status in that division due to the influx of additional teams from the adjacent Region and the Youth Level 3 Division shall be permitted to operate with more than the maximum Clubs permitted by the Published Rules as per Policy 24.2.3.9
24.2.6Entry Level Into Competitive Soccer
24.2.6.1The entry level into competitive soccer shall be at the Youth Level 5 level.
24.2.6.2Without any pre-qualification, a Club shall have the right to enter a team in a Youth Level 5 League provided that it registers its players in the competitive player classification.
24.2.6.3Notwithstanding League Policy 24.2.6.2, a Youth Level 5 League which is governed by a District Association and which includes both Youth Level 5 League and Youth Level 6 League Divisions may be given permission by its District Association to have promotion and relegation between the Youth Level 5 and Youth Level 6 Divisions.
24.3Club Movement Of Team Position Status Between Youth Pyramid and Senior Pyramid
24.3.1The Youth Pyramid shall consist of the following divisions:
Under-4 Division Youth Level 7 Leagues begin
Under-5 Division
Under-6 Division
Under-7 Division
Under-8 Division
Under-9 Division Youth Level 6 Leagues begin
Under-10 Division Youth Level 5 Leagues begin
Under-11 Division Youth Level 4 Leagues begin except for mini-soccer teams
Under-12 Division Youth Level 3 Leagues begin except for mini-soccer teams
Under-13 Division Youth Level 2 Leagues begin
Under-14 Division Youth Level 1 Leagues begin
Under-15 Division
Under-16 Division
Under-17 Division
Under-18 Division
24.3.2The Senior Pyramid shall consist of the following divisions:
Under-19 Division
Under-20 Division
Under-21 Division
Open Age Division
24.3.3Club Movement of Teams
24.3.3.1Team Movement from Youth Pyramid to Senior Pyramid
a)Team Movement into Open Age Divisions of Senior League

A team moving from the Youth Pyramid into the Open Age Divisions of a Senior League shall move into the bottom division operated by that Senior League.
b)Team Movement into Under-19, Under-20 or Under-21 Divisions of a Senior League

A team may move from the Youth Pyramid into any Under-19, Under-20 or Under-21 Division operated by a Senior League subject to the following qualifications:
i)A team moving from a Youth Level 6 League or a Youth Level 7 League is eligible to move into any Under-19, Under-20 or Under-21 recreational Division operated by a Senior Level 6 League or a Senior Level 7 League, subject to the league's rules.
ii)A team moving from a Youth Level 6 League or a Youth Level 7 League is eligible to move into the bottom Under-19, Under-20 or Under-21 District Division or Senior Level 5 Division operated by a Senior League.
iii)A team finishing in first place or second place in the top Under-18 Division of a Youth Level 4 League or a Youth Level 5 League is eligible for promotion into the Under-19, Under-20 or Under-21 Senior Level 3 Divisions of a Senior League.
iv)A team finishing in third place or fourth place in the top Under-18 Division of a Youth Level 4 League or a Youth Level 5 League is eligible to apply for promotion into the Under-19, Under-20 or Under-21 Senior Level 3 Divisions of a Senior League and acceptance of the application will be entirely at the discretion of the league.
v)A team finishing in fifth place or a lower place in the top Under-18 Division of a Youth Level 4 League or a Youth Level 5 League is eligible for promotion into the Under-19, Under-20 or Under-21 Senior Level 4 Division or Senior Level 5 Division of a Senior League.
vi)A team playing in a lower Under-18 Division of a Youth Level 4 League or a Youth Level 5 League is eligible to apply for promotion into the Under-19, Under-20 or Under-21 Senior Level 4 Division or Senior Level 5 of a Senior League and acceptance of the application will be entirely at the discretion of the league.
vii)A team finishing in first place or second place in the top Under-18 Division of a Youth Level 3 League is eligible for promotion into the Under-19, Under-20 or Under-21 Senior Level 1 Division of a Senior League.
viii)A team finishing in third place or fourth place in the top Under-18 Division of a Youth Level 3 League is eligible to apply for promotion into the Under-19, Under-20 or Under-21 Senior Level 1 Division of a Senior League and acceptance of the application will be entirely at the discretion of the league.
ix)A team finishing in third place or a lower place in the top Under-18 Division, or in any place in a lower Under-18 Division, of a Youth Level 3 League is eligible to apply for promotion into the Under-19, Under-20 or Under-21 Senior Level 3 Division of a Senior League, subject to the league's rules and acceptance of the application will be entirely at the discretion of the league.
x)A team finishing in first place, second place, third place, fourth place, fifth place, sixth place or seventh place in the Under-18 Division of a Youth Level 1 League is eligible for promotion into the Under-19, Under-20 or Under-21 Senior Level 1 Division of a Senior League.
xi)A team finishing in eighth place or a lower place in the top Under-18 Division, or in any place in a lower Under-18 Division, of a Youth Level 1 League is eligible to apply for promotion into the Under-19, Under-20 or Under-21 Senior Level 3 Division of a Senior League, subject to the league's rules and acceptance of the application will be entirely at the discretion of the league.
24.3.3.2Team Movement Between The League Levels Of The Under-21 Divisions:
a)
Club Movement Between Senior Level 1 League and Senior Level 3 Leagues

Club Movement between the Senior Level 1 Under-21 Division and a Senior Level 3 Under-21 Divisions shall be subject to League Policy 25.1.2.
b)
Club Movement Between Senior Level 3 League and Senior Level 4 Leagues

Club Movement between a Senior Level 3 Under-21 Division and a Senior Level 4 Under-21 Division shall be subject to League Policy 25.1.2.
c)
Club Movement Between Senior Level 4 League and Senior Level 5 Leagues

Club Movement between a Senior Level 4 Under-21 Division and a Senior Level 5 Under-21 Division shall be subject to League Policy 25.1.2.
d)
Entry Level Into Outdoor Competitive Under-21 Division
i)The entry level into outdoor competitive soccer at the Under-21 Division level shall be at the Senior Level 5 League level. Under exceptional circumstances, The OSA may approve an entry level for a Club at the Senior Level 3 or Senior Level 4 Under-21 Division level.
ii)Without any pre-qualification, a Club shall have the right to enter a team in a competitive Under-21 Division provided that it registers its players in the competitive player classification.
24.3.3.3Team Movement from Under-19 Division or Under-20 Division of a Senior League into Open Age Division of a Senior League:
a)A team moving from the Under-19 Division or Under-20 Division of a Senior Level 1 League, Senior Level 3 League, Senior Level 4 League, Senior Level 5 League, Senior Level 6 League, or Senior Level 7 League, shall be eligible to move into the bottom "District League level" division operated by a Senior League, or to move into any recreational Division operated by a Senior Level 6 or Senior Level 7 League, subject to the league's rules.
24.3.3.4Team Movement from Under-21 Division of a Senior League into Open Age Division of a Senior League:
24.3.3.4.1Men's Leagues:
a)A team moving from the Under-21 Division of a Senior Level 6 League or a Senior Level 7 League shall be eligible to move into any recreational Division operated by a Senior Level 6 League or a Senior Level 7 League, subject to the league's rules.
b)A team moving from the Under-21 Division of a Senior Level 4 League, Senior Level 5 League, Senior Level 6 League or Senior Level 7 League, shall be eligible to move into the bottom "District Level 5 Leaguel" division operated by a Senior League.
c)A team finishing in first place or second place in the Under-21 Division of a Senior Level 3 League is eligible for promotion into the top "District League Level" Open Age Division of a SeniorLevel 5 League.
d)A team finishing in third place or fourth place in the Under-21 Division of a Senior Level 3 League is eligible to apply for promotion into the top "District League Level" Open Age Division of a SeniorLevel 5 League.
e)A team finishing in fifth place or any lower place in the Under-21 Division of a Senior Level 3 League is eligible for promotion into the second "District League Level" Open Age Division of a Senior Level 5 League.
f)A team finishing in first place or second place in the Under-21 Division of a Senior Level 1 League is eligible for promotion into the top Senior Level 3 Open Age Division of a Senior League.
g)A team finishing in third place or fourth place in the Under-21 Division of a Senior Level 1 League is eligible to apply for promotion into the top Senior Level 3 Open Age Division of a Senior League.
h)A team finishing in fifth place or any lower place in the Under-21 Division of a Senior Level 1 League is eligible for promotion into the top "Senior Level 5 League Level" Open Age Division of a Senior League.
24.3.3.4.2Women's Leagues:
a)A team moving from the Under-21 Division of a Senior Level 6 League or Senior Level 7 League shall be eligible to move into any recreational Division operated by a Senior Level 6 League or a Senior Level 7 League, subject to the league's rules.
b)A team moving from the Under-21 Division of a Senior Level 4 League, Senior Level 5 League, Senior Level 6 League or Senior Level 7 League shall be eligible to move into the bottom Senior Level 5 League division operated by a Senior League.
c)A team finishing in first place in the Under-21 Division of a Senior Level 5 League is eligible for promotion into the top Senior Level 3 League Open Age Division of a Senior League.
d)A team finishing in second place in the Under-21 Division of a Senior Level 5 League is eligible to apply for promotion into the top Senior Level 3 League Open Age Division of a Senior League.
e)A team finishing in first place in the Under-21 Division of a Senior Level 3 League is eligible for promotion to the top Senior Level 3 Open Age Division of a Senior League and is also eligible to apply for promotion into the Senior Level 1 League Open Age Division of a Senior League.
f)A team finishing in second place, third place or fourth place in the Under-21 Division of a Senior Level 3 League is eligible for promotion to the top Senior Level 3 League Open Age Division of a Senior League.
g)A team finishing in fifth place or sixth place in the Under-21 Division of a Senior Level 3 League is eligible for promotion to the top Senior Level 5 League Open Age Division of a Senior League and is also eligible to apply for promotion into the top Senior Level 3 Open Age Division of a Senior League.
h)A team finishing in seventh place or any lower place in the Under-21 Division of a Senior Level 3 League is eligible for promotion to the top Senior Level 5 League Open Age Division of a Senior League.
i)A team finishing in first place, second place, third place or fourth place in the Under-21 Division of a Senior Level 1 League is eligible for promotion to the Senior Level 1 Open Age Division of a Senior League.
j)A team finishing in fifth place or sixth place in the Under-21 Division of a Senior Level 1 League is eligible for promotion to the top Senior Level 3 League Open Age Division of a Senior League and is also eligible to apply for promotion into the Senior Level 1 League Open Age Division of a Senior League.
k)A team finishing in seventh or any lower place in the Under-21 Division of a Senior Level 1 League is eligible for promotion to the top Senior Level 3 League Open Age Division of a Senior League.
24.3.3.5Reserve Teams of Clubs in United Soccer Leagues, Canadian Professional Soccer League and the Senior Level 1 Division of a Men's Senior Level 1 League or a Women's Senior Level 1 League
a)Notwithstanding Policy 24.3.3.1 b), Policy 24.3.3.2 c) i) and Policy 24.3.3.4, a Club may operate an Under-21 reserve team for its team in the:
      1. United Soccer Leagues
      2. Canadian Professional Soccer League
      3. Senior Level 1 Division of the Men's Senior Level 1 League
      4. Senior Level 1 Division of the Women's Senior Level 1 League
in the Senior Level 1 League Under-21 Division or in a Senior Level 3 League Under-21 Division without having to qualify for promotion. In such cases, the Club's Team Position Status will not be eligible for promotion into a Senior "Open Age" Division as per Policy 25.3.3.4.
b)If a Club qualifies for promotion into a Senior Level 3 League Under-21 Division or a Senior Level 2 League Under-21 Division in accordance with Policy 24.3.3.1 b) and then transfers its Team Position Status to a Club with a team in the:
      1. United Soccer Leagues
      2. Canadian Professional Soccer League
      3. Senior Level 1 Division of the Men's Senior Level 1 League
      4. Senior Level 1 Division of the Women's Senior Level 1 League
the Club's Team Position Status shall be eligible for promotion into a Senior "Open Age" Division as per Policy 24.3.3.4.
