The player is responsible for having it available at all games for presentation. | Registration Policy 15.1 A player may play for a team to which he/she is not registered only under one of the following conditions: a) he/she plays with a "TEMPORARY REGISTRATION PERMIT" for a higher level Club Team of a Club other than one with which he/she is registered; b) he/she plays with a "TRIAL PERMIT"; c) he/she plays for a higher level Club Team than, and within the same Club as, the Club Team to which he/she is registered; d) his/her Club permits him/her to play for another team within the same Club League in which he/she is registered to play; e) he/she, a registered senior player, plays for another senior team of the same Club; f) he/she plays in an exhibition game or in a tournament as a guest player; g) he/she plays for a C.S.A., O.S.A., District Association, or League All-Star Team; h) his/her Club permits him/her to play for a Professional Team with which his/her Club has an "Affiliation Agreement"; i) a youth player registered with a Club that operates youth teams is permitted by his/her Club to play for a Club that operates senior teams, subject to an "Affiliation Agreement" between the two clubs; or j) with the permission of the District Association, a youth player registered with a Club that operates youth teams is permitted by his/her Club to play for another Club that operates youth teams, subject to a "Youth Affiliation Agreement" between the two clubs. | For violation of any part of this rule with the exception of b), the player would be insured but not eligible to play. For violation of b), the player would not be insured. |
| Registration Policy 16.1 Any player registered with the O.S.A. or another Provincial Association affiliated to the C.S.A. is eligible to obtain a "TEMPORARY REGISTRATION PERMIT", which shall entitle the player to play for a Club Team of a Club other than the one with which he/she is registered, subject to Policy 14.0 and in accordance with the Published Rules. | For any violation of this rule, the player is insured but is not eligible to play. |

The policies and procedures governing league games are situated in Section 4.0 of these policies and procedures. Competitions Policy 2.6 A Club must apply to the required Governing Organization(s), as stipulated in the Published Rules for Team Travel, for permission for one of its Registered Teams to participate in a sanctioned tournament, cup Competition, or exhibition game. Competitions Policy 13.1 A team may only participate in a tournament or exhibition game(s) which has been sanctioned by the Association to which the Host Organization is affiliated. | The Club would not be insured. | Competitions Policy 13.6 A team shall only use players who are registered with it, except that, subject to the rules of the tournament or exhibition game in which it is participating, a team may: 13.6.1 In the case of a Club's Youth Team or Mini-Soccer Team,: a) use up to three registered youth players from another youth team or three registered mini soccer players from another Mini Soccer Team within the same Club, providing that each player meets the age eligibility requirements of the tournament; and b) use up to an additional three registered youth players from another youth team or three registered mini soccer players from another Mini Soccer Team from any Club (including its own Club), providing that each player meets the age eligibility requirements of the tournament. 13.6.2 In the case of a Club's Senior Team,: a) use up to three registered players from another team within the same Club; and b) use up to an additional three registered players from another team from any Club. | The Tournament Host Organization would not be insured for games involving that team because it is responsible for ensuring enforcement of that policy. | Discipline Policy 9.3.1 & 9.3.2 9.3.1 A team official or administrator who is reported by the Game Official, or if charges are laid by the police, for Physical Assault or Attempted Physical Assault of a youth registered player shall be suspended immediately. 9.3.2 Within 24 hours after receipt of the report from the Game Official, or after charges have been laid by the police, the District Association shall notify the alleged offender, his/her Club and League, that he/she is immediately suspended from all soccer related activity, pending a hearing by the District Association Discipline Hearing Panel with which he/she is registered or with which his/her Club is affiliated. | Administration Policy 3.2 a) Application for membership in this Association shall be made annually on a form to be provided by this Association. b) The application must be accompanied by: i) the required membership fee, ii) a list of the current Officers for the applicant's organization, iii) a completed Directors and Officers' Liability Insurance application form for the current calendar year for the applicant's organization, iv) the audited Financial Statement for the immediate past fiscal year for the applicant's organization, and v) either a copy of the applicant's constitution or; a written communication signed by the Member's President and Secretary which states that the applicant's constitution has not been changed since the Member's previous Membership renewal application." c) Regarding the audited Financial Statement as per Policy 3.2 b) iv): i) A Member with an Annual Gross Revenue of $30,000 or less is required to submit a copy of its Financial Statement circulated to its Membership at its most recent Annual Meeting with its Membership Application and provide within six months of its most recent fiscal year end, a Financial Review Engagement completed by a Certified General Accountant, Certified Management Accountant or Certified Accountant,. ii) A Member with an Annual Gross Revenue greater than $30,000 is required to submit a copy of its Financial Statement circulated to its Membership at its most recent Annual Meeting with its Membership Application and provide within six months of its most recent fiscal year end, an Audited Financial Statement completed by a Chartered Accountant. d) Notwithstanding Policy 3.2 b) iv), educational organizations shall not be required to submit an audited Financial Statement e) The application must include a signed agreement that the Member agrees to: i) abide by the published rules of the OSA and the decisions made by the OSA's Board of Directors elected to act on its behalf; and ii) adhere to, and abide by, the OSA Dispute Resolution Policy. | If a District Association’s membership renewal is not approved by the OSA because of violation of any part of this policy, the District Association, its Member Clubs and Leagues, and all participants in those Clubs and Leagues are not insured. If the membership renewal of a League governed by the OSA is not approved by the OSA because of violation of any part of these policies, the League is not insured for any of its activities and any participants in those activities are not insured. |
| District Association Policy 4.1 Application for membership in a District Association shall be made annually: a) on a form to be provided by the District Association. b) The application must be accompanied by the required membership fee, together with a copy of the applicant's constitution, a list of current Officers, and an audited Financial Statement. c) Notwithstanding Policy 1.3 b), educational organizations shall not be required to submit an audited Financial Statement. d) The application must include a signed agreement that the Member agrees to: i) abide by the published rules of the OSA and the District Association; and to abide by the decisions made by the District Association's Board of Directors elected to act on its behalf; and ii) adhere to, and abide by, the OSA Dispute Resolution Policy. District Association Policy 1.2.5 a) i) Active Membership shall be open to clubs that meet the following criteria: 1. are properly constituted soccer clubs 2. have their headquarters in the District 3. operate within defined boundaries as set out in the Rules and Regulations 4. any other membership criteria approved by the membership of the District Association All Clubs shall a Constitution which meets the minimum requirements for a Club Constitution in accordance with the OSA's published rules. | If a Club’s membership renewal is not approved by its District Association because of violation of any part of this policy, the Club and all of its members and registrants are not insured. |

Multi-Jurisdictional District Leagues 3. other organizations which operate soccer programmes including, but not limited to: a. soccer camps, schools or academies b. school boards c. colleges d. universities e. referee associations f. coach associations which support the objectives of, and operate within, the boundaries of the District Association. In order to be eligible for Associate Membership in a District Association, a League must have a By-Law or Constitution which is in full compliance with the minimum requirements for a League By-Law as defined in League Policy 4.3, by no later than its District Association's Annual Meeting immediately following September 1, 2006. | If the membership renewal of a League governed by a District Association is not approved by that District Association because of violation of any part of these policies, the League is not insured for any of its activities and any participants in those activities are not insured. |
| Club Policy 3.1 Club Teams Club Policy 3.1.1 Each Club Team shall have (a) team official(s) appointed by the Club. Club Policy 3.1.2 Each Club Team shall have a Team Head Coach as a team official. Club Policy 3.1.3 Each Club Team may have (a) Manager(s) and Assistant Coach(es) as (a) team official(s). Club Policy 3.1.4 Such Club Team officials shall be registered with this Association and shall be responsible for the team during the game. | The following team officials may be registered and insured: Team Head Coach, Assistant Coach(es), Manager and Assistant Manager(s). No other positions can be registered as team officials. With Coach Registration with Club, the Team Head Coach and Assistant Coach(es) are insured but are not eligible to coach. With Administrator Registration with Club, the Manager and Assistant Manager(s) are insured but are not eligible to serve as team officials. |
| Coach Policy 3.0 Coach Certification Requirements Coach Policy 3.1 Each coach must be registered by its Club in the OSA's computerized registration system. Coach Policy 3.2 Each coach registered with a Club and assigned as the Team Head Coach to a competitive team in that Club is required to have completed the Senior Level of the Community Coaching Program, giving her/him full certification as a Community Coach. A person may only be designated as the Team Head Coach for a maximum of two outdoor teams. Coach Policy 3.3 Each coach registered with her/his Club and assigned as an Assistant Coach to a competitive team in that Club shall complete the Senior Level of the Community Coaching Program, giving her/him full certification as a Community Coach. Coach Policy 3.4 Each coach registered with her/his Club and assigned as the Team Head Coach or an an Assistant Coach to a team playing in one of the following leagues: 1. Provincial Indoor League 2. Regional Indoor League 3. Multi-Jurisdictional District Indoor League 4. District Indoor League 5. Ontario Indoor Cup 6. Multi-Jurisdictional District Mini-Soccer League 7. District Mini-Soccer League is required to have completed the Senior Level of the Community Coaching Program, giving her/him full certification as a Community Coach. | With Coach Registration with Club, the Team Head Coach is insured but is not eligible to coach a team or serve as a team official at a game. With Coach Registration with Club, the Assistant Coach is insured but is not eligible to coach a team or serve as a team official at a game. If a person registered as Team Head Coach exceeds the maximum of two teams, she is insured for the additional teams but is not eligible to coach a team or serve as a team official at a game. If a person registered as a Team Head Coach or Assistant Coach with a competitive team or a team in a league identified in Coach Policy 3.4 does not have the minimum requirement of Senior Level of the Community Coaching Program, she is not insured. |
